Below is my problem but I can’t find the fix for Vista. Does anyone know of a Vista fix.
I have registered etc and my application updates etc but since I changed to Vista I am unable to run a scan. It is running in the background checking downloads/uploads etc. I am running Vista 32bit with SP2.

I have installed ‘avast! 4 Home’ and everytime I try to open it, I get an error message stating: “unknown error message”, “Application cannot load skin. Function usiGetSkin Failed”. How can I fix this?

If you have Windows 95, 98 or ME:
C:\WINDOWS\SYSTEM\REGSVR32.EXE ACTSKIN4.OCX
If you have Windows XP:
C:\WINDOWS\SYSTEM32\REGSVR32.EXE ACTSKIN4.OCX
Press OK (or Enter).
A message saying that the file was successfully registered should appear.

Does that mean you upgraded from one OS to Vista ?
If so you need to reinstall avast, it would probably be best to do a clean reinstall.
Download the latest version of avast http://www.avast.com/eng/download-avast-home.html and save it to your HDD, somewhere you can find it again. Use that when you reinstall. Ensure that you scroll down and select the avast direct download link for the English version (or language you use) and not Cnet as that is for an on-line installation (not what you want to do).
Download the avast! Uninstall Utility, find it here and save it to your HDD.
Now uninstall (using add remove programs, if you can’t do that start from the next step), reboot.- 2. run the avast! Uninstall Utility, reboot. If step 1 failed it may be necessary to run this from safe mode, once complete reboot into normal mode.- 3. install the latest version, reboot.
