I don’t work for Avast and this is probably not what you want to hear.
The BBC is very hard on all VPNs not just Avast’s VPN it monitors activity connecting IPs and volume of connections from IPs it then has an algorithm (I guess) to determine if it is a genuine UK viewer. A big part this is down to UK License Payers have a legitimate right to view.
However, if they are trying to do so from VPN/overseas they could well be blocked as there is no way to check if they are license payers.
