In the last few days Avast has blocked the website noip.com. Is there a problem with the site or is this a false positive?

I did report it as a false positive but I was just wondering if anyone knew if there was a problem with the site right now.
i can enter the site from android tablet … see no problem
I have encountered a similar problem when I visit Disqus and a baseball simulator forum that I participate in. The URL is: https://23.235.40.130:443
Now, I have checked the site using the online programs you mentioned above. They all came up negative with nothing malicious. I have tried resetting Chrome and that did not stop the popups.
What do you recommend doing to make them stop?
