Personally I would leave it alone it is a security measure that could keep you out of trouble and stop auto download/running of something that could seriously impact your system security.
As ardvark shows in the link above this Golden bar is also used when pop-us are blocked, so it provides a dual purpose, security (adding an additional step in security) or convenience deleting pesky pop-up windows/ads, etc.
So I would just choose to ignore the bar rather than actually disable it.
