Which is your Windows? XP, Vista?
Do you use any other antivirus in your computer?
Can you try to repair your installation?
Go to Control Panel > Add/Remove programs > avast! antivirus > Remove. Then choose Repair function in the popup window (Repair).
If this does not help, can you uninstall / boot / install / boot again?
thanks a lot for your help .however, after have repaired it ,the problem still exists. when i place the mouse on the icon in the system tray , it shows 7 system monitors ,5 running.

Which ones aren’t running?
Well based on the topic title, I would guess it is the web shield and most likely the outlook/exchange providers that aren’t started.
But most importantly the other questions you asked.

2:ever used kaspersky7.0 av ,but i have removed it. i mean there’s no any other av in my system.

OS is fine, with older OS win9x, winME you would have needed to manually set-up the brouser to use the web shield (though the web shield should have been running).

Run this utility to remove all traces of Kaspersky from the registry:

It is often not possible to find out exactly why it doesn’t start, commonly this can be a conflict with a remnant of a previous AV. Or it could simply be a hiccup in the installation and a clean reinstall may well resolve the problem.
If it doesn’t then nothing has been lost as you would still have to find out if it is something wrong in your system.
However, if you are unwilling to do that (it’s your system) I really don’t know what to suggest.
