I tried to download the Stop-Sign virus scanner but avast said that the setup file was infected by Win32: Wren. Is it true that Stop-Sign virus scanner is a trojan horse?

It’s a rogue program.
Stop Sign is a nasty little bug, me and Stop-Sign goes waayyy back when it annoys me with this pop-up every time I log in to the internet. I recommend don’t even look at their website.
