This morning I noticed Avast showing a notification that the Web Shield is turned off. When I turn it back on, it switches back off after a couple of seconds. I’ve rebooted a couple of times with the same result - Avast starts and loads normally, but Web Shield won’t switch on. Any suggestions as to how to fix this?
Fixed. Avast UI > Menu > Settings > Troubleshooting > Repair App > Restart computer.

Looks like I was not alone with this problem after 25.1 update as more reports every day. Must be a bug in the update.
This should presented on the top when shields go down, rather then buried in menus. This is not 1999
